Phase 2 (Final Clean) happens before finishing trades such as final flooring and fixture installation: a detailed clean of all surfaces, windows and finishes. Phase 3 (Touch-Up) happens just before occupancy: fingerprints, final dust and walkthrough prep.
Why do HEPA vacuums matter?
Drywall dust, concrete dust and sanding particulate are very fine. Standard shop and janitorial vacuums can blow it back into the air, where it settles again. HEPA filters are designed to capture very fine particles, which is why HEPA vacuuming belongs in a post-construction scope.
